VR Counselor Self-Paced Training

WIOA Performance Accountability System: A VR Counselors Perspective

The WINTAC has developed a Self-Paced Trainings series to assist VR Counselors in developing their knowledge and understanding of the WIOA Performance Accountability System. The training series will cover some of the basic components related to the WIOA Performance Accountability System, including the Common Performance Measures, while taking an in-depth view of the role and perspective of the VR Counselor and potential ethical considerations. While we recommend viewing both, each training can stand on its own. Both trainings can be viewed here:

RehabData Workgroup – ReThink VR Performance Tools/Webinars

The Rehabilitation Services Administration (RSA) has established the RehabData Workgroup consisting of Federal and State representatives with data or program expertise to identify how to use data to best tell the story of the success of the VR program and identify areas for continued evaluation. The Workgroup is also charged with developing and distributing tools and information that State VR agencies may use to help assess VR program performance using data that is already being collected.

  1. Measurable Skill Gains – Tool: This MSG - tool showcases data reported by VR agencies for Program Years 2017 and 2018. The tool provides National and State-level MSG data to all VR programs while being a resource for State VR agencies to analyze their MSG data, compared to National rates, similar States and/or agencies, and a variety of additional ways.

  2. Pre-Employment Transition Services (Pre-ETS) Data Tool: This Pre-ETS tool showcases data reported by VR agencies for Program Years 2017, 2018 and 2019. The tool provides National and State-level data related to students with disabilities (SWD) and the receipt of Pre-ETS. The intent of the tool is to act as a resource for State VR agencies to analyze their SWD and Pre-ETS data, compare to National rates, similar States and/or agencies, and a variety of additional ways.

Case Service Report (RSA-911) Training Series

PD 19-03 Implementation Training Series

The Rehabilitation Services Administration (RSA), in partnership with the WINTAC, has developed a series of eight pre-recorded trainings related to the RSA-911. The purpose of these trainings is to provide technical assistance to help State VR agencies prepare for the implementation of the revised RSA-911 (PD-19-03) effective July 1, 2020. Additionally, the WINTAC offers this PD 19-03 Implementation Checklist to further assist with implementation efforts.

The intended audience is State VR agency personnel who are responsible for RSA-911 data collection and reporting activities (e.g., directors, case management system administrators, policy and training personnel, data analysts, and related program staff). The training series is not intended for VR Counselors and other front-line staff. The objectives of the training series are to:

  1. Explain the intent of PD-19-03 reporting requirements. 
  2. Assist State VR agencies in the implementation of the revised RSA-911 in Program Year 2020.
  3. When possible, share examples of what needs to live outside of RSA-911 reporting, in addition to the discussed data elements (e.g., source documentation).
  4. Provide other considerations and expectations during each training (e.g., policies State VR agencies need to establish and implement, tools and resources that are available, and internal controls).

Bonus Training for VR Counselors

The original eight-part training series (above) was intended to assist with the implementation of PD 19-03. Though, it is also important for VR Counselors and other program staff to understand the intent and requirements of the Case Service Report (RSA-911). We are offering a Bonus Training, which includes CRCs, for any VR Counselors or program staff responsible for inputting client data. The objectives of the training are to:

  1. Provide a breakdown of the information collected in the Case Service Report (RSA-911).
  2. Share examples of additional requirements outside of RSA-911 reporting (e.g., source documentation).
  3. Provide considerations and expectations (e.g., policies State VR agencies need to establish and implement, tools and resources that are available, and internal controls).

WINTAC Recorded Webinars

WINTAC End of Grant: Tools and Resources Webinar

Over the last five years, the WINTAC has provided Technical Assistance to State Vocational Rehabilitation Agencies (SVRA) on a variety of topics related to the implementation of WIOA. Because the WINTAC Grant ends on September 30, 2020, we wanted to provide a summary of the tools and resources available to all SVRA as they continue to implement the Performance Accountability System outlined under Section 116 of WIOA. COVID-19 Data Integrity Strategies

WINTAC hosted a panel discussion related to COVID-19 data integrity strategies on May 19, 2020. Four State VR agencies were invited to discuss their policies and procedures specifically around providing services remotely while maintaining data integrity and confidentiality. This webinar featured the following topics:

  • Data Integrity – both collecting and reporting -- in a remote service environment;
  • Lessons learned that will inform Data Integrity policies and procedures moving forward; and
  • Plans for possible additional pandemic waves and future opportunities for remote working.
