The Formal Interagency Agreement Toolkit is meant to assist state and local agencies coordinate the Pre employment Transition Services (Pre-ETS) and transition services under the Rehabilitation Act of 1973 as amended by WIOA and the Individuals with Education Act (IDEA). The documents were developed jointly by WINTAC and NTACT as a resource for state Education and Vocational Rehabilitation Agencies in the development of state and local interagency agreements.

This document walks you through the requirements/process of developing the Interagency Agreement with common questions and answers meant to assist state agencies with content and format of the formal interagency agreement.
Discussion Prompts for State and Local level Interagency Agreement Development
Each of the Discussion Prompt documents are designed to facilitate the joint conversation between education and vocational rehabilitation agencies at both the state and local levels in development, implementation and evaluation of the Formal Interagency Agreement. The local level Discussion Prompts can assist in developing a connection to the state formal interagency agreement and implementation at the local level as well as allow for customization to meet individual needs of local communities.

Discussions Prompts for State Level Interagency Agreement:
This document was developed to provide state leaders from the State Education Agency and the State Vocational Rehabilitation Agency to consider in developing their State Formal Interagency Agreement.
The document is divided into sections and has a place for both the State Education Agency and the State Vocational Rehabilitation Agency to document their response to each of the prompts. The responses to the prompts can then be used to build the contents of the State Level Interagency Agreement as well as process for the implementation and evaluation of the agreement.

Discussion Prompts for Local Level Interagency Agreement and/or Local Level Implementation:
This document was developed to provide local teams with discussion prompts to help focus their conversation on what things to consider in developing a local interagency agreement or in implementing the state agreement at the local level if the state only has a state agreement.
The document is divided into sections and has a place for both the Local Education Agency and the Vocational Rehabilitation Agency to document their response to each of the prompts. The responses to the prompts can then be used to build the contents of the Local Level Interagency Agreement as well as process for the implementation and evaluation of the agreement.

This document provides an overview of the IDEA and the Rehabilitation Act as amended by the WIOA regulations that impact and support the development of the Formal Interagency Agreement as defined by IDEA and/or WIOA.
Interagency Agreement Language Examples:
This document provides examples of language for each required section of the formal agreement. The example language is meant to guide states as they develop language that is reflective of their individual needs.
